A legal keyword list has two halves. The first half is people ready to hire.

LocaliQ and WordStream’s 2026 search advertising benchmarks cover more than 13,000 campaigns that ran from April 2025 to March 2026. For Attorneys and Legal Services the report gives:

  • average cost per click: $9.87
  • average click-through rate: 5.87%
  • average conversion rate: 5.55%
  • average cost per lead: $131.63

The all-industry averages in the same report are $5.42 a click, an 8.18% conversion rate and $66.69 a lead. So legal pays more for each click and converts fewer of them.

Two cautions. The category mixes every practice area, so read it as a reference point and not as a forecast for yours. And a “lead” there is a tracked call or form. It is not a consultation and it is not a signed matter.

Some practice areas cannot use their own audience lists. Google’s personalized advertising policy has sensitive interest categories. Its page on commission of a crime names criminal defense lawyers as an example. The page on relationship hardships names divorce services. The page on negative financial status names bankruptcy services. Advertisers in these categories cannot use Customer Match, their own data segments or lookalike segments. Google’s predefined audiences remain available.

Ad copy is a communication about legal services. ABA Model Rule 7.1 bars false or misleading communications. A search headline is short and leaves little room for a qualifier, which is how “We Win Your Case” gets written. Model Rule 7.2 restricts implying specialist certification and requires the name and contact details of a responsible lawyer or firm. States adopt their own versions, and yours may add requirements of its own.

Outbound contact is a separate rule. Model Rule 7.3 deals with live person-to-person solicitation. Calling back someone who sent you a form is a reply to them. A call campaign to people who never asked sits under a different rule, and it needs your own ethics advice first.

None of this is legal advice. In practice, a lawyer at your firm signs off every headline, description and landing page before it runs. We keep the approved copy on file.

The first ninety days

Weeks one and two. You set a value for a signed matter in each practice area. Intake hours and after-hours cover are written down. Tracking records calls and forms without copying what the caller says into the ad platform.

Weeks three to six. One campaign per practice area goes live on exact and phrase match, with its own budget and landing page. The search terms report is read every two or three days. Our account structure guide explains the layout.

Weeks seven to twelve. Budget moves toward the campaigns that produce consultations. Local Services Ads are tested where the firm qualifies. Google’s listed checks for lawyers include a state bar license check for each lawyer and professional liability insurance. The old Google Screened badge is now the Google Verified badge.

The first three rows come from Google’s policy pages. The last two are our own caution, since injury pages often discuss health and estate pages often discuss bereavement.

When Google Ads is the wrong first move

If the phone is not answered by a person within minutes, start there. At $9.87 an average click, a missed call is an expensive one.

If the budget buys only a few clicks a day in your practice area, the account will not gather enough data to improve. Use the Google Ads ROI calculator to test it first.

If no lawyer will review ad copy, do not run ads.
